The really old version of logic (1.0.xx) used to allow this, and it was very robust. Multiple signals could be combined, each signal could have 4 different trigger stages, each signal could be high to don't care, high, low, transition high, transition low. So you could make it so that 1, 3, 4 and 7 could need to be high, 2 and 5 low, and 7 transition from high to low, then it would go to the next stage. The next stage could check for 1 to transition from high to low, then it would go to the next stage. Once past the fourth stage, or all don't cares, it would trigger. They said they took it out because the new one was simpler, but I wish they would add it back in.
